There is no specific "Roman Archer" unit, but as Rome you have access to a wide variety of archers (and units in general) available through the Auxiliary Corps. http://www.honga.net/totalwar/rome2/unit.php?l=en&v=rome2&f=rom_rome&c=auxiliary&class=inf_mis

To recruit them, you'll need to build the right building from the Auxiliary Military Building Chain (Field of Mars > Auxiliary Camp > Auxiliary Barracks > Auxiliary Garrison,) in the right province.

What Auxiliary units you can recruit changes depending on which province you build the Auxiliary Camp/Barracks/Garrison. It basically draws from the local populace, so for example you'll get Gallic Auxiliaries in Gaul, Egyptians in Egypt etc.

This site has helpful map which shows you what Auxiliary units you can recruit in each region and province in the Grand Campaign.

To add to what Dragon said; you can also recruit mercenary archers.

They're dependent on whatever province you're in (just like auxiliairy troops), cost more than regular or auxiliairies (higher upkeep), but require no special buildings...

Ps: mercs take the most time to muster, since you can only recruit a few units each turn.

I believe there is a tech that lowers mercenary costs depending on faction like Carthage.

Mercs can be mustered immediately and as many as you can afford and accommodate with enough available unit slots in your army. But the merc recruitment pool takes time to replenish.
