Short version: No.
Long version: Because of the way CA does DLC, everyone has the DLC files whether they've bought the DLC or not. It gets patched into the game to allow for multiplayer compatibility and with the added benefit that the AI can use them in campaigns. Steam also auto updates Rome 2, so the only versions you can download are Patch 17 (latest,) or Patch 16 (through the Betas tab) but both will take roughly the same amount of space.
I'd also be quite surprised if you could even run Rome 2 on a tablet, as I doubt it would have the hardware.
CA has started releasing older Total War games for tablets. Think Rome 1 Barbarian Invasion is the latest. I'll try and find a link and edit it in.
