Do you guys use the sprite creator for tiles/sprites?
The built in one in the game engine? If not, what do you recommend to use?

I like the built in one - but it doesn't save palettes (which can be got around by drawing a colour bar on your sprite. Many people recommend Graphics Gale. GIMP works for multi-purpose art, when you need layers and crap. I mainly use Inchworm, which is a DSi app.
Use whatever you're familiar with. I use the built in one due to convenence and the 'gamey' animation/filter options. That said I only make programmer art (very low quality placeholder art) and I would highly recomend using something like photoshop, gimp, or paint.net if you want to actually make your own art. If you have a speicfic art style in mind you can probably find a small program that focuses on that if you google it but in general the photoediting softwware seems to work fine for game art. (dont get a hardcore drawing program if you want to do pixel art, you have no need to cool paintbrushes if all you want 1 solid pixel at a time)
I keep the built-in one as the default, but I also use Piskel in conjunction with it. Piskel has some really nice features that the built-in one doesn't have. But it's still simple, lightweight, and free. (Probably a bit too lightweight for most, but I'm no artist)
Much like Daynar above, I also tend to make primarily horrid "programmer art" placeholder graphics as I work.

As far as programs go...

For regular sprites I tend to use a combination of Paint / Microsoft Paint, which comes with every installation of windows, and GIMP for its additional features. GIMP I would highly recommend checking out as its entirely free and relatively easy to learn, especially if you're just doing simple sprites.

If you're looking to do vector graphics instead of just sprite graphics, then you could try checking out Inkscape which is an entirely free vector art program. I can't give much useful information about it sadly... despite having it for ages now I've generally only used it for its filter and auto-tracing features to add texture / effects or to make swanky lineart from crappy inking work.

If you're looking to drop some cash there is some software around like "Spriter" which is supposed to be quite impressive and can do regular sprites as well as vector based graphics. For awhile it was going dirt cheap as part of a humble-bundle package so you may be able to pick up a deal on it.

I've also heard of that people can use the RPG Maker programs sprite editors to make their sprites and then just export them for use in Gamemaker. Unsure of the specifics of that as I haven't done it but if you have and are familiar with that program it might be useful to you.

As a side-note... be sure that you download GIMP or Inkscape from their official sites. Being that they are free and open-source a lot of evil people out there will offer up malicious downloads at shady places.

One I used back in my MUGEN days is called Paint.Net. It works wonders. You can have anti-aliasing enabled or disabled in the settings too, so you can some nice sprites.

I use Photoshop CC, sadly my artistic talent is very low :(
I rarely use the built-in sprite editor. My workflow for art usually involves having a bunch of files open at once. I tend to use Photoshop - more because I'm extremely familiar with it, and not because it's amazing at producing pixel art.
I've heard some people use Adobe flash for creating animated sprites.
