There's a lot of guides and walkthroughs out there, just google it.
They all show what I've tried to do, pull the lever in the office. Doesn't work. making a new game doesn't work either

You have to do it three times.
I know that, I've done it three times. The power is not restored, I can't do it again.

Must be a bug then. Load the chapters save and try again. It's not much progress you've lost. I've never heard of that bug before so I hope it's a one timer.
I tried making a new game and it still doesn't work. Must be a problem with the game itself.

I have the same problem

Strange though as I never heard of that one before. Try updating your graphics driver and see if it works. Also some people report strange things on 140 hz monitors, so if you got one, curb the frequency down.
That would not solve the problem, there are no graphical issues, just the door still showing as locked and I still get the objective to restore power

Hey, Democracy, are you running any SLI or Crossfire Graphics cards, as the moniter screen in game is sometimes affected by that. Try disabling fullscreen mode then accessing the moniter? The Utility is at the bottom left hand side.

Please read the thread... This is NOT an issue with graphics OR resolution I did not realise I had to use the computer

I also couldn't work out how to restore power. However, after reading the response by maxter890 it worked.
Pull the lever 3 times as you have said you'd done, then go into the nearby terminal, choose utility message, click enter and the power is restored.
