Try uninstalling the driver and reinstalling from scratch
What you can do is check if the latest nvidia driver is updated.
check what version of direct x you currently have
click start button + w or go to start menu and choose * run *
And type this in Run dxdiag < dxdiag will open a window that shwos you your system

I also have Steam checked my A:I installation - everything ok.
Is there somewhere a logfile written by A:I that could give some hints?
If you do, try them. This will narrow down if it's the game or your system that is not picking it up correctly

I see you have a few games that have DX11 support, but these also run DX10 and DX9 as well, so the game would default to whichever it thought was best.
The more I think about it though, this is probably a case of the game being stuck thinking you still have the old card.
Find out which of the files in the game directory holds your system specs and delete it, then run verify game cache in steam and it will download a fresh version.
Or, extreme as it sounds, delete the game, go into the directory make sure all files and folders are deleted in there and download the whole thing again. Will take a while, but this will eliminate this as a cause.
This is the thing with PC gaming; trial and error when you get an unknown problem. Just keep trying stuff to eliminate each thing that could be causing the problem until you find the one that works.
Sorry not to be more helpful, that's just how PC gaming goes I am afraid. Hard work, but well worth it.

If you are running any prior to vista (like before service pack 1 I think it was), then your operating system isn't up to running DX11.
Hope that's not the case, but if it is, at least you know what the problem is now.
And buying standard windows 7 home premium can be done for quite cheap now, and is a great upgrade from XP.
You will see huge graphics upgrade when you go from DX9 to DX11.
Somewhere in the installation directory I saw a file which seemed to deal with the graphics settings - or defining default values for various graphics settings. It looked as if these were depending on the Windows Performance Index.
So I went there and updated the index - I had not done that after upgrading my GPU.
Aaaaand ... nothing. Still the same error. Now I deinstalled A:I and at the moment the download for the new installation is running....
I used the Steam function to delete it - I did not check if Steam deleted all contents of the folder, though. But I tried to find any other perhaps related directories which might contain user settings (windows user home directory, documents, saved games, AppData, etc.) but found nothing. The registry did not contain any A:I settings as far as I could see.
I deinstalled and re-installed the MS patch KB2670838.
I ran the VC runtime setup and the Dxsetup in the A:I CommonRedist folder - they actually did install something (the update programs earlier for DX before only said "no update necessary").
And still, my DxDiag still states "DirectX 11" - I believe this is the real problem ... (but, no, I will not reinstall Windows. :o)
Last thing I can think to try; apparently the configs are in the game directory, in DATA folder, and is called "engine_settings".
Try deleting that file. Then run a verify cache in steam. To do that, right click the game in your games list, click properties, local files, then verify integrity or whatever it says.
This will check all your game files and redownload any that are missing or corrupt. Since the engine settings file is missing, it will redownload a fresh one
My hope is that this file was left behind when you deleted the game before, and so steam didn't download a new one. This file then, hopefully, holds your old hardware and software data. So getting a new one will force the game to redetect your settings when you try to launch it.
If this doesn't work, I am out of idea's and I would suggest contacting CA or sega.

Did you run metro 2033 or something in DX11 to make sure it's the game side not the drivers?
Have you tried deleting the settings file located in local this will set all the settings back to default when you restart the game.. All settings audio, bindings and graphics.
