In other words:

CONTROL SCHEME
Right side of the scheme:
"Toggle Flashlight"
"(Hold) Reload Flashlight"
And if you are using a keyboard, check the bindings.
You could even risk a look into its manual.
Problem solved without any word or question.
Thing is though, the PC keybindings DON'T tell you how to reload. There's only "Select Flashlight - F" and nothing to specify how to hold to reload. I had to Google how to do it myself, because no, I WOULDN'T actually suspect to check the console controller layout graphic for loosely-related functionality, and I don't think most would either. That's just bad UX.

Equipment
You’ll find many tools and weapons during your time on the Sevastopol, but among the most useful are your flashlight and motion tracker, which will be available to you early in the game.
Flashlight
Once you’ve found the flashlight, you can switch it on or off by pressing the F key.
The flashlight requires batteries, which you'll find around the station. Its current charge is shown by the battery icon in the bottom-left corner of the screen. As you use the flashlight, the charge will drain. To recharge it, hold down the Q key to enter the radial menu, then press the F key. Recharging the flashlight uses up one battery.
Be careful: using the flashlight can give away your position. If enemies are nearby, it's often safer to hide in the dark…
I haven't checked the ingame tipps folder but there are also tipps regarding the flashlight, when you activate it for the first time. This "blahblah" is not just for fun. If you want to know something, you either have to read about it or trust your common sense. But if the latter doesn't work, you just have to start reading something. Ultimately, this is much quicker than spending days or even years creating a thread to discuss exactly what has already been written everywhere.
E:
Tutorial Tip [A1_TUT_TIP_TORCH_RELOAD]
"Hold #select_torch# to reload the flashlight" (select_torch displays the ingame button for the flashlight depending on your input device)
UI Tip [AI_UI_TIP_RELOAD_FLASHLIGHT]
{Hold #select_torch# to replace batteries}
Enough info?
