A few questions about Blueprints in the game?(!!!) HARD Difficulty

I just finished the game on Hard Difficulty (darned took me 24-25 Hours to be exact).

One thing I thought about Blueprints, do anyone know how they actually are designed in the game? Are they in random locations each playthrough and are the blueprinted items also randomized?

I watched a few youtubers like Markiplier and I noticed a few early Blueprints were indeed located in different places for him.

Firstly I kinda like the idea of them being random that means each playthrough will be different, you still have to search everywhere and can't memorize all the actual locations.

However, are the items also randomized? Like could I get lucky and find pipe bomb before flashbang etc?

*Spoiler alert*

Cause the very very last Blueprint I managed to find in the game was behind an Ion Torched door, and it was Level 3 EMP Bomb.

Now, when I found this my first thought was "oh no, another Android Joe horde will attack me at the end of the game". Spoiler alert, there were not a single human or android after I found this Blueprint.

So what exactly is the point of hiding level 3 EMP at the end of the game when I can't even use it? EMP has no effect versus the Alien.

So was I just being super unlucky and found the EMP too late? Or is the EMP always located at the same place?

The bluebrint locations are fixed. If you miss a blueprint, however, the game "spawns" the same blueprint in a new location so that you could still pick it up.

hmm, so I guess I missed EMP level 3 earlier in the game and just got a last chance of finding it (which then was too late and useless)?

You can get tier 3 EMP as soon as you have the ion torch. It just requires stepping off the beaten path and backtracking back to that room. Unfortunately, the Ion torch is picked up in engineering and you won't get free reign of the space station again until after the reactor, and yes, there aren't many walking joes after that section of the game.

It is kind of pointless but the EMP itself is utter garbage anyway.
