Is the game "paused" when you access terminals?

I can hear sounds, and I believe the game is still live, but I just wanna make sure.

What I currently do anyway is access all the files, then read them afterwards.

Yes, it's dangerous to do anything!
You can be dead by using tracker, save, rewire, terminal!
Only thing I think it's really paused is using the map!

Yeah lol the tracker. Human in Mission 6 managed to hear it from far!

Nope, the only time the game is paused is when you are in the actual game menu. Maybe in the map screen too, I can't remember. Crafting, terminals, rewire stations and the animation part of save stations are all on active game time.
