Idk if the windows 10 upgrade through windows update allows for you to upgrade while just keeping files, but if it doesn't you can also install it through the media creation tool. Also useful if windows update isn't downloading your upgrade. http://windows.microsoft.com/en-us/windows-10/media-creation-tool-install
That's one thing to try, the only other reason I can think of is a driver issue involving this game and AMD's drivers. If it's not then it might also be useful to mention what kind of upgrade you did, keeping programs or not.

Seem that you screwed up the win 10 install so the problem must be there.
CPU and GPU only, yeah. that will help troubleshoot, thanks anyways. As for Windows 10 install I didn't screw up ♥♥♥♥, mate. I am hardly the only one that has had issues. In fact this thread wasn't even started by me. After proper troubleshooting for a couple days,(in amongst playing other games) instead of the typical kneejerk "It's Windows fault" or "You screwed up" that half asses always seem to come to, it came down to two very easy things, which I should have tried first before anything else... but since everything else was running smooth, and others have listed the same things running fine on their setups with the game, I didn't think of the conflict.
Anyways, on my machine (AMD 3X 290X) it had to do with Crossfire, which after being disabled and running the game then re-enabling it works fine. Though, I have talked to people on other forums running Crossfire/SLi that had no issues running the game.
On the wife's machine (Nvidia 780ti) it was Razer Cortex that was causing the issue, again once disabled the game ran fine, and then re-enabled it runs fine. Again, others are running this and like programs and not having an issue.
OneJibmoNation, good points there, man. After going around to different forums, it seems there is no rhyme or reason for it. Just certain hardware/software conflicts that are so insignificant that after disabling and re-enabling it works fine. Seems it will come down to shutting down all addtional features and programs and then turning them back on one by one.
Anyone looking to fix this error, just shut off extra programs like Razer Cortex, Raptr, Afterburner, etc. Kill crossfire/sli, DSR, TFRC, etc. Run the game, exit then kick them back on. Should be no issues starting now. It's running beauty now for me at 5760x1080, everything cranked through the roof at a solid 120fps.

Windows 7 pro > upgraded to > windows 8.1 pro NFR > ugraded to > Windows 10 Pro but "Keep Nothing" Clean install.
As for AMD Drivers i've been checking them each night since release and updating them as AMD release patches.
Windows update fully.

the rest windows had the drivers for (so no northbridge drivers as windows shown no "?" in device manager or no "!" either.
Runs in window mode but will not pass movies on full.
Latest K Lite Codec packs installed too.
I did notice the Xbox overlay come up. Wonder if microsofts gaming software might be causing conflicts with the steam overlay.
What do you need more ? Visa number and PIN ? Phone number ?

Generally when troubleshooting a game with a new OS it helps to also know, background applications, RAM quantity and speed, motherboard, BRAND of GPU Card (Asus, MSI, Gigabyte). Helps for people to figure out if they're running something that maybe causing the fault, say MadCommander and I were both running PROGRAM X, but you weren't, that could be the issue there.
As for the last question, I am referring to the people that automatically blame it on the user/install without a proper trouble shooting session. Computers are never that simple.

I run an extremely clean machine when it comes to software. CCC.exe, no rpatr.exe ♥♥♥♥♥♥♥♥♥, Avast/comodo combo, steam and that's it for 3rd party.
