You have them all just before you go to Marlow's ship, don't you? Before you can get on his ship you have to find a level 3 upgrade for the access tuner, and that's the final tool you find in the game. So you can go and explore Sevastopol before you go on Marlow's ship.
If you go exploring AFTER you've been on Marlow's ship, half of Sevastopol is on fire because Marlow's ship does serious damage to the station when it explodes.
The fire is never in places that prevent you from accessing anything. Both missions 15 and 16 are good for exploring, but I prefer mission 16 simply because it is a better way to manage your time.
Mission 15 is your last visit to the scimed tower, so if you go exploring during it you'll be forced to backtrack to it again later in order to make it to the Anesidora. Mission 16 starts at seegson communications, which is in the systech spire. That area not only includes one of the Nostromo logs, which you're looking for, but is also the central point of the station, so you'll be backtracking to it on your explorations several times anyway.
