How do you restore power to Solomons Galleria?

This one's been bugging me for a while now. I own the game on console but this seems to be the most active AI forum.

On my first playthrough I've somehow managed to restore power to Solomans Galleria - the area in the Habitation Tower with all the shops you first sneak through when the androids are set loose and killing anyone they find, right after getting rid of the alien.
This opened up a bunch of security shutters as shortcuts throughout the area.

It's completely optional and on subsequent playthroughs I haven't been able to do it again. There's no rewire panel anywhere nearby. No terminals in the area have an item in the "Utility" menu.

Also, it seems that the mandatory part where you restore power during the relevant android mission has nothing to do with these optional shutters.

Pretty sure that happens automatically after you finish the 'level'. It serves to open up the station during the freeroam sections so you can go back and get stuff you've missed. The area you circled connects to the bottom stairs of Solomon's Habitation Tower, which is the lounge area outside the Marshall station.
