Where this DLC is in terms of the movie's timeline, Was before Ripley realised he was an Android IIRC.
Plus as above, He is a more human-like model android compared to the working Joe's.
Indeed, Working Joes are basically made with Ash in mind, they even do references to Ash character (like doing the running man).
They just went lazy with this DLC and put his voice and skin on a model and ignored everything else. Ash don't even do his own iconic running man animation.
It wasn't the original actors voice.
Also the DLC wasn't meant to be anything to do with Ash... it is about the Alien.
