If you fix all the generators, and the catwalk, you need the boltcutters to open the door across the catwalk. If you survive retrieving the boltcutters, you could also search the 3 floors for chained lockers and cut them open... we, however, did not. We were so shocked that we finally found the cutters so we booked it out of there just so we could progress. Not sure if there is anything unique in the chained lockers.
Good luck!
Sector 1 requires 1 wire ,1 tape
Bridge requires 8 or 10 fuses 2 wire and 2 tape (above the fuse panel)
1. Drop any gas in front of generator to free uo space.
2. Any time you enter new sector try to have generator full
3. Track your inventory keep one space free for a fuse and always keep atleast one fise on hand. Dont fill catwalk immediately. I save the fuses for last and dont put any in until i have everything else.
4. On sector 3 try to get all 4 tapes you need in one run (they do spawn enough regardless of what others say.)
5. Always drop excess items top floor: tape, wire , gas.
6. Try to reserve sodas they boost speed and stamina (same with orange juice bit soda takes less space.)
7. You dont need to track qhere you are as much as what direction exit is in.
8. Check walls constantly to track fuel level lights are everywhere and start to leave when 2 or 3 lights left.
9. Use headphones you can hear the sound of clump walking.
