Level 3 can't find bolt cutter

Bottom floor (floor 1) and for me it appeared always on the shelves.

electrical tape only appears on level 3, wire on level 2, bolt cutters on level 1

Is it in the box or on the shelves? Couldn’t find it either way, explored the entire bottom floor

I found like 4 pairs at the bottom floor and nothing to cut with them.

They are on the metal shelving on the very bottom floor the same type of shelving you typically find the gas canisters,drinks, food etc. Nothing to open they are in plain sight They can be easy to miss as they usually for me are on the second to last shelf so you have to look down for them. they are relatively flat so easy to miss if you don't get close to the shelf. They are never in the boxes they are too big.
They take up one entire row of your inventory (4 horizontal boxes).
