Me too...But I found if you go into program files/steam/steamapps/common/Galactic Civilizations 1 ultimate edition/GalCiv there is the gcmanual. It helped me alot.

I am spoiled by more recent games having tons of interactive tutorials.. would even love a fan-made tutorial for this.

At what point is the "Beginner" setting supposed to actually cater to beginners? No tutorial? Vague, useless pop-up windows? The other civilizations destroying you with unlimited power? Isn't there supposed to be some kind of balance to a game? WTF

Yeah I ran into that issue also. It is def one of those older games that expects you to study before you play.

The_Unofficial_GalCiv_Strategy_Guide_v1_0 from www are from 2003
GalCiv2manual.pdf are the same in my Steam and on www 2003
There are an old readme in my GalCiv2 about debug.

My first run ended fast with no resources to build a new station, when some one blowed it up.
Smile, there are just too menny options. It's like civilisation, you need a clear understanding of what to change to get ur expanding to roll.

there is a tutorial mode but it's not that big a help but the way i learned how to play was through trial and error

Trial and Error and reading did it for me. You can get portions of how to play by reading every message you get.
