Is TOS 2 a separate account?
The login screen is blank with just a login button and prompted to create a new account and asked for a username

Yes, it only uses your Steam credentials now. You make a username/identifier to be added in game but there's no saved passwords anywhere so something like the data breach that happened in 2019 can't happen again.
