After re-reading this section I think that part only means you can't play your Steam character if you try to play on another platform (such as Loading Bay or mobile) due to Steam limitations. You can still play with other players who are using other platforms.

Please add DLAA (a better form of DLSS) and NVIDIA Frame Generation some time later... And maybe even Ray Tracing!

DLAA is just native resolution with AI-driven anti-aliasing (no upscaling). So it will give you a better quality picture than DLSS, but will not give you the performance gains that DLSS can give you.

Really though, I wish games would just release with DLAA, DLSS, and FSR from the start. Not everyone runs with the same hardware, or has the same expectations regarding how they want a game to run. Give us the options...

Thanks but i already know what is DLAA, the best AA in the world currently. And i really want it. And about performance - that why i asked about NVIDIA Frame Generation. You don't follow my post hehe.
