Meaning that the water fill go from the outlet that is higher up to the one lower down. If you need to move water upwards you'll need the small water pump. Place the pump between the lower outloet and the higher outlet, and give it power. Now add a pipe from the lower outlet to the pump, and from the pump to the higher outlet.
If using a pump to pump water uphill, this where it gets counter-intuitive. The destination has to be higher than the source and the water pump at an elevation between those 2 elevations.
If you want something to feed something else then it needs to be above the target object. If that's not possible put a small pump between both of them.
You can raise the large pumps up and down while you're placing them. Use this to your advantage to put the pump above a purifier. Then put a water tank above whatever you need the water for.
Slap a small pump on a nearby wall, connect the purifier to the small pump, and the small pump to the water tank. Now connect the tank to wherever you want the water to go and you're done.
Sprinklers and barrels also need power too. And no. I have no idea why barrels require power. You cannot pump acid or oil sadly. Hopefully they'll change that.
