windows reinstall sure will solve this issue, but this is not an option for me (too much customization will be needed to be done again - hell no...)
DISM.exe /Online /Cleanup-Image /Restorehealth
You need internet connection, because this service will download and fix corrupted/missed files.
How to open command prompt: "Press Windows+R to open "Run" box. Type "cmd" and then press Ctrl+Shift+Enter to open an administrator".
Windows image restoration will take some time, maybe half an hour or less.
2) In same command prompt write
sfc /scannow
3) Reboot PC.
