Once Human

Low FPS and low GPU utilization
GPU - RTX 3080
CPU - AMD 5600X

GPU hovers around 25% utilization
CPU hovers around 60% utilization
FPS hovers around 30

I've tried virtually everything, including changing all the in-game settings, switching between dxd11 and dxd12, and reinstalling the game.

It feels unplayable :(

Any advice would be appreciated!

It couldn't have worked if you already have a bunch of RAM.
This is a good(ish) idea only because you are able to close Steam entirely and it would eat 100-500MB less.

is the problem still not solved, if yes did you do undervolt? or did you disable your intel virtualization technology? try turning on, or you run on compatibility windows 8? try changing to directx 12 then exit the game, then turn off compatibility windows 8, then try opening the game again
i use I5 12450HX and RTX 3050 6GB Mobile have avarage 80-100 fps on medium setting

Then it made no sense to download the game again because Steam uses roughly 500Mb lmao

true but i tried it anyway. it cost me virtually nothing to try.

I just "fixed" the problem using DirectX 12 instead of 11... at least you can try this...

Same I try using DX12 and selected DLSS where my friend told me and it’s works no more CPU spike and fps drop. Everything back to normal.

Dunno what to say. You're not GPU or CPU capped. Is your power source maybe old or defective not delivering enough power? What is your computers power setting set at? If it's on "power savings" turn it to performance.

If you were CPU capped I would say crank in game settings to max as that would throw the workload on the GPU, but you're not.

idk either. every other game i have runs fine. i get higher GPU/CPU utilization and FPS in Cyberpunk 2077. really scratchin' the ol' wonder wrinkles trying to understand why my PC is allergic to this game.

i been have the shuttering issue and constint lag issue for 3 months now on and off for the last week or since the last update i search forum trying everything turn the mouse smoothing off helped little but upgradeing to windows 11 fixed all my issues stop my cpu from pegging out at 98 % too i had tryed every setting under the sun from forums i could find i couldnt play for over a week ryzen5 8500g with gtx 1660 ti gpu would be like 8% but cpu 90-98% lag and shutter couldnt play then upgraded to windows 11 didnt want too it was last resort thing was going quit play the game comepletely but upgradeing to windows worked nowi can run the game with any setting graphicly and have steam overlay on to soesent bother it now

I think we have the same problem, only my system is at least 2 times weaker, and the frame rate has been dropping since October 2024, I tried all the methods from the comments, but only restarting the game helped me, often several times and changing DirectX, with the same reboot. But after the last update, the FPS has become constantly low, I don't see a solution to this problem yet, but I recently made a post in Discord about this, you can support it.
It's the poor game optimization. Devs just adding decorations and skins but NO optimization at all. That decoration about pink kitty (no idea the name) with fluffy effect have NO optimization at all. Same as the new added vegetation in game making the scenary load suffer a lot.
In desert (most vegetation added) areas where my FPS are full freezed and stable at 30FPS! WTF, just the half of my fixed and stable 60FPS in the rest of scenario.
