Jokes aside from personal experience and from what I've read from others finding a fix is not that simple, what works for some may not work for others and reinstalling never seems to fix the game unless you have some serious file corruption. The problem with a uninstall / reinstall is that it does not delete all game related files. If you do not have fps problems in other games then at least it's not likely to be a gfx driver issue.
I've not really experienced any really low fps issues (I count below 40 as really low) but have suffered from game crashes after large updates which I've got around by using an application called Revo Uninstaller, its free and not spyware/malware, I use it to clean junk files and run it after every large update and not had a single issue with the game since I started using it. Maybe give it a try, it may help.
There's always clean uninstall NVIDIA Drivers and reinstall driver as last resort.

If you have performance issues then that is YOUR problem and you need to learn how to use your PC.
how to use PC?
Hit it with a hammer I guess.
• Cap my fps at Nvidia control panel to 70fps.
• Set your PhysX setting to your GPU at Nvidia control under configure surround PhysX.
• Adjust my Vram on C:Drive for more ram speed.
• Using DX12 setting in-Game.
• Do disk cleanup and clear all your recycle bin.

yes, some nvidia control panel tweaks may help you out -- there are a few settings in the game which are stupidly implemented since the game doesn't use DXGI Fullscreen (meaning it's always in borderless mode and is actually using your desktop settings). Setting the resolution and refresh rate that you want for the game in Windows will help quite a bit, if you don't mind your desktop icons getting moved around. Even if it doesn't improve performance, it'll be more stable. Also check your VSync setting for the game in the nvidia control panel -- at 25% utilization it sounds like you might have set it to "adaptive" which lowers the multiplier if you're not hitting the FPS/refresh rate cap. Change this to "on" or "off" instead.
