You turn off the flashlight using 'N' unless you mean something else.

I think OP might be refering to the mod for the gun that is a tactical flashlight, which only shows when you have that gun equipped.
In general its nice to have a smaller light directly from a gun rather than your suit, immersion and all that.
Being able to toggle it on/off without your suit light would be neat.
