Report a translation problem
I don't want to build a base lol.. I want to play the game in an environment that isn't littered with abandoned half built ♥♥♥♥♥♥ house.. it look terrible.. this isn't a "I can't build my own base" post the game looks disgusting with houses everywhere.
While I agree it looks terrible, and this has been a common complaint since beta, just keep in mind that territory claims are removed if the owner is absent for longer than a week. Over time that will help with the issue you're describing.
Free territory space become much easier to find as active players spread out from the starting area. There is a lot of building space available on the map area we have access to, and if you have your heart set on a particular spot you always have the option of checking for its availability in any one of the other channels.
I doubt THAT will ever change considdering EVERYONE gets a comment from V there that they SHOULD build a camp....

That would be because the game specifically instructs the player to place a tent down there as a portable respawn point, since it's their first "hard" fight in the main story mission. Even though it's not hard at all.
I think the expectation at that point is that players will learn from this and soon move their tent elsewhere, moving it around with them as they tackle various dangerous situations. But since the game is so ridiculously easy not many people seem to bother making continued use of the tent's function and (as you saw) many of them sit unused at that location.
There is a cleanup timer on the tents, however. I think you actually have to interact with it to reset the timer, otherwise it eventually deconstructs even if you're logging in every day.
