If you don't want to or don't have one, you'll have less loot.
Like all those freemium games, if you use a premium ressource you can loot more and spend less time grinding..
Can you even pay real money for the things you use to boost boss loot? I don't think you can can you?
The game also hands them out like candy for doing quests. I have like 50 and I haven't left the second area yet.
In CB2 you could get them daily since they in the past had daily missions that would give I think 5 controllers per mission, that long ago had me with 200 + that I would spend on the higher end silos for tons of currency and better gear mods.
I think they explain it some place in game what it does, tho if not for anyone who is new to the game they need to explain what controllers are besides what you see from hovering over them, there should be like a tutorial showing you how to use it and or at least a pop up showing you a slide show as they do with other aspects of the game.
Tho yeah there are many ways you can get controllers, seems like doing world events aka the red eyeball events will give at least one controller I think, least they use to and some npcs will sell them for special currency in game, tho you get a limit on how many you can buy.
