Launch the game and just wait a bit longer, it's recalibrating.
I have a similar experience. Switched from DX11 with AMD FSR to DX12 with DLSS and my fps went from stable locked 60 to below 30 with 100% gpu utilization. Something feels off for sure.
I don't think thats the problem, even on a 10 yo system can run dx12, Idk why you go to that route but theres no such thing as a pc that can't run dx12 at this kind of age, I've seen this and loading bay now have an option to turn on dx12 or turn back to dx11 now, I think the reason that he can't use dx12 is the main files and engine doesn't even exist on loading bay at that time, since they havent implemented it yet, or as many users reports, it doesn't appear if you are on AMD GPU idk why was that a thing but I think i saw a thread that Devs were looking at it and gonna fix it soon.
