Are cheats and exploits allowed now?

Since Race Event has been ruined by cheaters and Dev dont plan to ban them is there any compensation for my time I spend playing the event legitimately? I want to ask in advance if cheating will be encorage? I have alot of exploits ideas I was afaraid to use but now if Devs endorse cheating and exploiting I think I can use them safely is that true?
Do they ban anyone in this game? My whole server wars are just meshing building in terrain and dev dont care. Is there any hope for this game?

china the home of hackers and largest gaming cafes.. they sell cheats at those places like they sell drugs in america. Nothing can be done sorry

This is not related to any hacks, it is a game exploit that is fixed now.
