Go to friends list, right click friend, more, can edit permissions

that enables them to access your base and such but im personally looking for the "close friend" category that seems to have no use as my hivve (made up of 8 irl friends) with full permissions have no option and dont show up on "close friends" list

Right click on thier profile and click the Following button too add them to the close friends list.
