Cosmetic purchase

Hi, I was interested in buying one or two cosmetic things for this but I've got a question that I feel I already know the answer to.
Researching online says that cosmetic purchases are "account wide", but this only extends to server regions. I.e. I've got a character on NA to play with some american friends but I've started a new one on EU to play with a local friend, can anyone confirm that purchases are for single regions only?
Kind of a bummer if that's the case, especially since code redemptions can only be used once across the entire account.
