Snow Camo gloves missiles doing zero damage

Hi all, hope you can help me out. I'm putting together a frosty build with the Silent Anabasis and I've run into a strange issue. The snow camo gloves I have equipped mean when you shatter an ice crystal it sends out 4 ice missiles doing 50% psi intensity damage. My Psi is around 820 or so at the moment, but the missiles do not a single point of damage 99.99% of the time. I've watched all 4 of them smash into even a bunny with no effect.

In several hours of play and watching the damage like a hawk only twice did I see an ice missile register any damage at all, and then it was a flat 100 damage per missile. Am I missing something here? Are they meant to work differently?
