What to do with blueprint fragments ?
So if I understand it right, Blueprint fragments are used to unlock new gun blueprints and also enhance them.
Given the limited amount of blueprints should I then only enhance a limited number of guns I like instead of trying to unlock more of them ?

I'd say focus on the weapon of build your playing to start but If you have a load of fragments for another blueprint type you can upgrade that weapon then switch the stars to the gun you're using.
It's up to you if you want to spend your starchrom on new blueprints but there isnt much point getting something you won't use. You end up with a ton of Starchrom before long anyway.
Check which weapons are on the wish machines, if you have enough Starchrom you can buy a weapon for 8k then do the whack a mole if its for the same weapon which will give you a load of Fragments of that weapon type. If theyre the same you get more upgrade xp from the fragments.
i do recommend saving your BP frags for things you want, and using the dropped guns and gear as a trial version before you dump significant resources into new builds. its worth checking the web for known builds, some people have already done all the testing and theory crafting to save us from dumping resources into poor choices. Cowboy Boots are lame.

we also have the Blueprint Conversion, which lets you transfer levels between blueprints of the same rarity, but different levels. I had tons of BP frags for the Icebreaker LMG, but couldnt get any for the axe - so i maxed the Icebreaker, traded the level to the axe, and then maxed the icebreaker again. BP frags give double XP when used for the right gear/gun, so dont use up all your frags on something it doesnt belong to. you get more conversions every week, so be sure to use them before they cap.

using the conversion system i was able to max out every green and blue gun and some of the purple guns. i can test different guns and builds, and if i dont like them i can put the BP levels back on things i do like. Also, remember to empty the limited time pools in the Wish Machine. dont spend too much on the Echoes from the Rift pool.

Best is to find the weapon you like and focus on it alone. However, the chances are the weapon you'll prefer won't be a basic one and the ones you get fragments for are all garbage. You'll have to upgrade via the wish machine and buy duplicates.

I used the conversion feature to instantly max most of my current build by moving items around to suck up fragments just for the items I cared about.

It's a pretty awesome feature.
When you transfer to a new scenario you can recollect those BP you find in chests so you keep upgrading. I've been upgrading almost everything I pick up using the specified BP and had no problems.
