Sparksmith Pulse Power Device question

I got a specialization today that ive never seen and my bf also surprisingly does not know.

I played since launch and definitely through lots of rain weather but I have never been struct by lightning. Is this a scenario specific specialization? I am on a PVE server if that means an ything.

there are a few electric attacks that will set this off (not power surge though) but it's a garbage specialization that no one should ever take, complete waste.

It sounds garbo. It was more of a curiosity question. As I have never seen lightning in game.

AFAIK only the Treant boss and the "thunderclap" status effect in PVP will set this off. So it's super situational.

The Secret Servitor boss in WoW spam lightning quite frequently.
