First, when you loot the Molotov cocktails at the entrance, DONT throw them at the zombies. You need them to progress the quest.

Second, when you are thawing out the frozen guys to find the keycard, DONT aim at the frozen guys. I know that the little blue diamond is sitting right on the guy, but aim the Molotov at the large block of ice behind the guy. That will melt the guys too.

Hope this saves you the several hours I wasted waiting for the Molotovs to respawn.
