How to fix lag? I've been struggling to play it.

You shouldn't be getting lag if you have that system ... Unless your drivers are Out Dated.

My average FPS is around 129 fps most of the time - but I have i7-9700 and it is old, but RTX 4060 Ti w/16-ram .. Main Ram is 64gb

open your task manager and see if your processor is running high. I have seen this happen often. I'm not sure why the cpu is being taxed and not the gpu. I have yet to figure this out.
I'm running the same settings as tranquilbyte except i'm using nvidea boost plus

Set your frame rate to 60 to see if you still stutter some cpu have hard time with this game

I don't know about you, but I have had issues with RAM not freeing up after the game closes out. I would restart your PC and see if that does not fix it. I'll get stutter when my RAM starts to fill up. The game should warn you when your RAM usage is high but I think you can turn that off.
