The Asterism system is there to allow you to play what YOU want.
Don't like Prime War? It's cool, you'll get starchrom anyway.
Don't like Territory Purification? It's fine, you'll get starchrom anyway.
But if you don't have time to passively gain Asterism (It's literally just an XP system for Starchrom, as you get Asterism from ♥♥♥♥♥♥♥ everything you do), you can still do the OG contents to get a lump sum of Asterism to boost your monthly progress.
As for does it carry to next phase. I'm assuming you're talking about Asterism crates, instead of the Asterism that's already accumulated (the Starchrom gets carried over, and you can claim them if you forgot). We don't know if Asterism crates will be carried over to give ourselves a head start.
Outside of that, there is no point in doing a resonator once you're capped as the intention was that you didn't have to do them every week anymore if you didn't want to in order to max out (you can just go fish in eternal lands now if you want to and max it out every reset if that's what you want to do).
