From what I can tell, you generally earn more under the new system, so that's the major bonus.
The other benefit is that it means that you are no longer required to do very specific things, like territory defense, in order to meet your maximums. While this may feel like a downside, consider the people who join a season late and will have essentially missed their first territory defense before the reset, or those who hop season after doing it on old server and grind themselves to being able to do a tier 3 one right away. It gives you more freedom to do what you might want to do without losing out on Starcrom.
The downside however is that it encourages people to just focus on the easy things, hit their limit for the month, and just not care about doing anything else. Points being awarded for standard activities (like crafting, killing, gathering) also dissuades people from doing more organized content like PW.
