The rest of the map will unlock in phase 2. When you hear a face telling you to go back its because the area is locked and won't open until the next phase. Otherwise all other areas can be unlocked by just entering the area.

Where should that area even be?
Checking the OH map there is no area with that name.

If you mean the area on the left side, this will (probably) be unlocked Q3 2025 with the new scenario.
If you are playing on a server in Phase 1 there will unlock more areas in Phase 2 up to "Blackheart Region", if you play on a Manibus server.
Everything above that (North) is completely locked for Manibus players, since its the Map for "Way of Winter" Servers.
