When you are at the Teleporter, notice that there are worlds that have a red swirl at the end of there listing. Those are worlds that are going to be merged. Do NOT choose one of those. Instead, select one of the worlds that does NOT have the red swirl (towards the end there will only be one choice).
Once on this world you can place your base.
(1) Unless your server only has a few days left, then you cannot select a different world.
FFR: Once your server has started merging, you can also locate the "safe" world (the one without the red swirl) on the Manibus banner -> phase 6
Source: ME - I have completed Phase 6 on multiple servers... in fact I'm staging a couple of saves right now for the Way of Winter.
PS About a day or two after your server is in Phase 6, it's a great time to run several "Cargo Scramble" events (do this in Blackfell for max Sproutlets)
My friend is in world 12, and I have been placed in 15. On the map I can see that they are still in fact in world 12 but the teleporter just doesn’t let me change to my original world … so both worlds clearly still exist ..

There is another world merge coming to my server. The first phase was 15 to 3, and will be 3 into 1 in 2 days,,
Enter the world merge announcement, with back-to-back merges occurring on the final few weeks of the servers existence, requiring players to devote their precious remaining time into relocating their base to a safe instance before they are forcibly removed from a closing instance.
And the developers claim the purpose of the merge is to improve the experience of the remaining players so they're not lonely as the population declines, as if the players somehow can't use the server-wide chat to communicate and coordinate activities and world-hop as needed. It honestly feels more like the devs are trying to make the last few weeks for any remaining players on a closing server as inconvenient as possible so they can coax everyone off and shut it down.
