So, purely from reading the item description,
1. Little Jaws effect is to trigger Unstable Bomber after hitting the enemies 15 times. It also has an effect increasing Unstable Bomber damage at cost of adding delay to it. Attacking enemies that already affected by Unstable Bombers increases the damage of the effect + weakspot attacks will double the increase. There is no special effect where crit helps to boost this.
2. Shaman top effect is to increase crit rate after triggering Unstable Bomber for 3s.
Based on the info, I would also agree that they won't gel.
Little Jaws' use case seems to me to be a delayed explosion crowd-clearing weapon or a weakspot focused boss clearer.
I think what would gel is Jaws since it triggers Unstable Bomber every 4 shots and a crit counts as 2 shots. It also allows Unstable Bomber to crit.
Shaman top's use case seems to be to give high crit and likely meant to provide an unstable bomber alternative of the SOCR Last Valor via pairing with Jaws. So, I think these 2 pieces were designed with the intent to be used together.
Thus, pairing shaman top and little jaws doesn't do well.

The Shaman top is very clear to gel with DE Jaws where you rely on crit to proc Bomber, and Bomber adds crit rate so you can keep a loop cycle to pretty much crit every shot which proc bomber every shot.
