Novice (manibus) pve servers are good for new players. I started in around phase 3 and had plenty of time to get to max level before the settlement phase begins.

Awesome game with plenty to do... play with a group is good too.. I got all my game friends to get stuck in with me

my vote is for manibus as well. do the novice manibus server first so you can farm gear and mods and whatnot, since all the rewards are nearly identical to hard-mode, but you wont have to contend with the 'coherence' void/regen npc that you would probably find super annoying as a new player.
