Herbal Tea using Coneflower. Gives you clearminded buff which continually reduces pollution and can be made in phase 1. This food buff does not interfere with other food buffs so also works well as a filler drink. Iced Tea also works, but has a shorter shelf-life.

The caveat is that you still need good pollution resist (higher tier equipment) if going into a high pollution area, and still get debuffs when in full "♥♥♥♥♥♥♥" level pollution regardless of equipment.
