What do you mean "level requirements for quests"? That is not a thing. Those are suggestions. You can easily do lv40 quests at lv30 with some decent gear.
While in last season I just completed quests and everything was perfect no tryharding even in Blackfell region.
Do commissions, clearing this alone on first day of Phase 2 should give 3-5 levels.
You do not need tier IV or V to clear lvl 40 areas. You can easily do with full set of tier III gears, the enemies aren't even that hard. Some people effectively skip tier IV gears and go straight to tier V gear from tier III because of how fast and easy it is.
There is also a random Operation mission from Masley daily.
Well, it's a smaller area and the challenge does ramp up faster than in Manibus but with my build (Bull's Eye sniper rifle + Unstable Bomber pistol + Masamune katana) I didn't really have a lot of problems pushing into Ember Strand -- I did the Fire God Research Centre at the start with calibrated Tier II gear by mostly just picking enemies off safely from a distance and switched worlds at the nearby teleporter to reset the area to farm it out again for materials to make the advanced crafting benches for Tier V stuff before proceeding to Oblivion. The amount of EXP enemies give depends on their level compared to yours, it's not a static value so it's actually a good idea to try higher level areas if you can play it safe with some stealthy sniping.
And yeah like the person above mentioned, the commissions give a BIG boost at the start of each phase so it's good to prioritize those when they come up.
Not by playing or doing quests??? Have you ever watched the story???
Because if you look very closely you will see that there is no story!!!
It's just a quest for an NPC that leads to another quest so you drive around in loops forever until all the quests are completed? when you're done it's only day 2 and you have to wait 4 days to do the rest of the quests, Silos or other things, it's all just repeat everything, wait for the new Gatcha-boxes to appear so they can get some more money from us, without solving the game BIG PROBLEMS !!!
1. Key bindings (full keyboard control) no forced F key presses or space to slide and jump on the same button, it slows down looting and moving people around the map
2. ((((LAG))))) PLEASE IN THE NAME OF ALL THAT IS GOOD IN THIS WORLD FIX THIS FIRST so many patches and it's even worse than before I was even left in Silos now
3. GATCHA BOXES, PLEASE SPREAD THEM MORE. I don't need a GATCHA BOX every other week. WORK ON THE GAME FIRST AND THEN CREATE GATCHA BOXES PLEASE
4. Fix the bugged Bosses, make rare resources spawn more with heavy server loads like silver, gold and some other resources to make food like apples etc. and much more
I did buy the first 3 Gatcha-Boxes but i stopped doing it because the game will not survive on the shear amount of bugs that fester inside this game for PVE and the unbalances PVP
also there is almost zero content to do its all the same grind season 1 was Decent but the Winter season is really really buggy and boring .... Heat and cold kill you in 5 seconds you don't know why because the Temp meter is moving to slow or is to laggy so fix your game and make us want to spend our money again and if you do not want to fix it Make a new game and start over with a good first season cause after this season if its not fixed i am out
15 November is the Release of Path of Exiles II so my retention and money will go to POE2 then if your game is still in shambles and i will take my Hive with me
