Black gold quest
The quest is cant start and won't start. How to reset a quest?

Black Gold is:
1: Talk to Ethel in Whalebone
2: Go to the Harbor, talk to NPC
3: Equip the shock baton
4: Smack every power spinner you see
5: Make your way to the end of the pier and smack a few more spinners
6: Go back to NPC and turn in quest

Where are you stuck and did you exit the game and re-enter?
