Terms of Service.
In order to play the game you have no choice but to agree.

Virtually all software comes with such a requirement. I mean it is not required that you play...

Also, like the fact that to even use steam there is a ToS which was updated quite recently in order to remove the arbitration clause they used to have. Which you had to accept or just not use Steam. ToS updates are pretty frequent and many services we use on a daily basis have these requirements read it in full and if it's not to your liking that's that. No longer use that service.

When you first buy it.. sure. Every few weeks.. not so much. Just after I agreed.. I got a dodgy phonecall scam on my phone.. could be coincidence.. or maybe something in the small print of the tos.

Its because of what is going on in California. Steam also changed their terms of service. Its just a reminder that you don't own the software.

To add to what klutch said there are laws that change all the time and in order to comply and protect their intellectual property and shield from undue liability it is needed from time to time to revamp a terms of service.

TOS's are routinely updated. Not sure why you see this differently. A phone call scam? Did you give your phone number?

any one else have problems with tos popup crashing their game. before update everything was fine i could play with no problems. but now when popup appears game crashes.

Yeh that too makes it dodgy.. still can't play if you don't agree and I like the game, just don't like terms of service. I don't care if I'm buying a licence to play or don't own any rights, none of that makes a beans bit of difference. I just don't like stuff popping up to remind me. If I play the game, I assume I'm signing my name to any changes. I don't need a separate popping signage.

Correct me if I'm wrong but the new terms of service gives Net Ease access to all the data Steam has about a user so the phone number might be a thing.

Obviously I have no way of proving it. But the caller withheld, it was in chinese and english, english part claiming my account was being suspended (didn't specify which account), 'call this number to fix'.. obvious scam. I hung up.
