Mod conversion

So if i use mod conversion to change the suffix on the mod to say 'violent' i know the first stat will be crit rate. The question is, does it then reroll all of the other stats?

As far as I can tell, it's making an entirely new mod of the selected type and suffix... the rest is rng. You can get higher level stats by converting mods with higher level stats. This is probably why they don't allow the use of mods you've leveled. It also doesn't allow you to crunch mods carried over from previous server runs.
