What are the best base locations when you immediately start the game?

I have no clue where to set up base for materials and still stay safe

I would say near the water. I prefer ocean so I can get salt for meats. But since you are starting out, places with a lot of woods and rock.

If it is your first time playing, choose Manibus Novice and go from there. It is a easy PvE server.

Because you can just teleport your entire base anywhere you want, the first location you choose isn't super important.

Just choose somewhere near the coast and/or by mining nodes. Salt water is useful for making salt which is useful for making dried meat, which doesn't spoil. Very handy early game.

Later, depending on what memetic specs you got, you'll want to find a location that has oil or corruption. Oil is useful for producing fuel and corrupted areas produce acid.

Fuel and Acid are two of the most useful resources in the game, so having access to one of them is very useful.
