Taking off my armor doesn't change the gauge, neither does putting it back on. I'm wondering if they have somehow broken the cold resist values on armor and they are no longer counting.
Especially when my "Cozy" temperature is supposed to be between -10 and -30 but when I hit -11 suddenly I'm freezing to death.
I submitted a support ticket confirming that my Tier II gear (top & pants) crafted with either Bear skin or sealskin which should provide 20 cold resist only provided 10 (obv not working properly and I tried all combinations, e.g. 2 sealskin and 2 Bear skin). Yet when I added a Tier II piece I made with Deer skin (5 cold resist), I had 15 cold resist (working properly). At the time I didn't have enough feathers/velvet nor did I feel like wasting my resources on what should be "their dime" so to speak.
I believe I saved all those armor pieces and if I get a chance I'll pop(sicle) in and retest them.

To clarify, your gear level is irrelevant towards heat/cold resist. What matters is what you selected when you crafted your gear.
I logged off last night at my home and everything was fine. I was able to go anywhere "normal" with the armor I had and not worry about freezing unless something drastic happened. But now the following morning I can't even go to one side of my room without freezing to death at -11 despite the cozy zone being between -10 and -30.
I just feel like the armor resists have stopped working. Unless you are expected to make new armor every day, since it seems like making another piece fixes the issue albeit temporarily. The white gauge changes to reflect that its working, but then at some point it just doesn't work anymore.
It is tedious but when asked to provide feedback to the developers, I said I wished the game leaned more into survival mechanics than it does mmorpg style systems.
The frustrations could be alleviated by a notation on the map when you hover over an area and it says the recommended level, it should also state the recommended cold/heat resist too.
Maybe a countdown from 30s to notate hypothermia. A 5 second notification that pops up that you dont see half the time because youre fighting mobs or whatever...and then BAM youre losing 5% hp every second is trash.
I.E. More visual queues and information so we know whats going on.
And agree with other posts, I think the resist statistics in your gear page and/or the temp gauge is bugged and not working.
You need to manually turn on the Chaosium Lantern.
You also need sufficient chaosium in your inventory to fuel the Chaosium Lantern.
Chaosium Lantern works, it's just super costly (At least at launch, supposedly the cost have been reduced, haven't tried it since)
I would also like to mention though that if there is a chaosweaver in the location you're trying to access, that it could also affect the temperature dramatically.
