Telling you that to help with this... if 1,000 players are allowed in the server and 700 of those were people who downloaded the game, played for 30 min, then uninstalled it... only 300 players will be "active" across 10 worlds.
So roughly 30 players per world, and not all of them will be on at the same time.
the Devs aren't going to remove inactive player accounts and will not wipe or delete inactive player bases either until server wipe. So you will be left with "Full" but empty worlds due to these inactive accounts.

It's not about logging out. It's about too many accounts own property on that server. You'll have to wait until the next purge.
Yeah, it's a dealbreaker for our group. We have about 3 more people that want to hop in and play with us. Now they don't want to because they can't join us, and we don't want to start over because of the dumb a$$ season reset means I have 3 weeks less to catch up and deal with FOMO. And also the fact my cosmetics are locked into my server.
Why not use the wildly successful server mode that Guild Wars 2 used ? Single server farm, multiple instances, you can jump between the instances as you like. Never had an issue with friends joining late while playing it.
This completely remove the issue of having someone not being able to join on your world and you not being able to move to another because the devs didn't think about putting the option in.
This game will die because of this server model. Shame as it had potential.
To be honest, they should be booting people off of the servers if they're inactive for too long.
