Did they nerf the drop rate on deviants?

Use to get a digbyy anytime i mined silver and now i mined like 40 silver and no digby and cant get the lethal rabbit to drop and im up to a 100 rabbits and I cant get mr wish to drop at all and i cant count how many times i re did that silo over and over. i didnt see in any patch notes they nerfed it but it sure seems like they did,

mr wish and the balloon dog are removed from pve servers. just like dokter teddy.

because they say its pvp exclusive... i call that stupit reason exclusivity should not be a thing for collecting deviants!!

also they put lethal rabit to the location where mr wish was, the first silo i think that is the reason why you could not find him. its only what i have read in the world chat form other players in the pve server when i was asking to buy a mr wish. Because i was unlucky to get him and then they said he was removed.
