Just found the solution to mine. I also experienced having that crap of a holoterminal with no progress at all. I think we both chose to 'Build' by pressing 'G'. What I did was try the other one - 'House Blueprint' or pressing 'F' on the preset. After that, the preset building was built without that crappy holoterminal. Hope this works for you

wow what bad design, I think everyone single person is going to hit this. Thanks for the real easy solution that isn't obvious at all! I have no idea what "Build" with a holoterminal is supposed to do
Its used for when you don't have ALL the materials required to build the blueprinted house/base!
Once you have the tripod down, enter build mode (and i recommend hitting ~ to fly about freely). you'll see the blueprinted base structure glowing. Going up to it and left clicking it, will take resources from your base and inventory to build the blue printed house/base piece by piece. This also lets you pick and choose to replace certain structures that were inside of the base as per its blueprint, and replace them with other things instead (for those starting fresh and not yet able to build advanced supplies workshop for example, but can build an intermediate supplies workshop, or maybe you don't want that planter just yet, just leave it pending and what you've built piece by piece so far will stick when you leave build menu).
