you sound like a controller player... The mouse lag is terrible and removes all the fun of shooting. It is the mouse smoothing.. dont get why they would add such a thing, its been the norm for over 30 years that raw input is the best solution for mouse.. Either way, this can be "fixed" locking the frames to 60. At 60 fps (no vsync, just limited) the mouse pointer follows your movements without noticeable latency...

This is the first game ever where you feel more input delay the higher your fps are. I believe it is their implementation of mouse smoothing. Setting it to 0 wont disable it, just will make it "softer". The higher your FPS are, worse the mouse will feel.. your only solution is locing the game to 60 and set smoothness to 0.. that will make the mouse feel responsive, but it sucks.. game feeels a little bit rough at 60 fps, you can try with 70 or 75 too and see if the delay is bearable for you..

try moving the window slightly below your task bar to where the task bar stays active and above the window while playing and tell me if your frames boost and that input lag disappears

I felt the input lag from the first day, it's not terrible, but noticable, tried to tinker some settings but to no avail, decided to leave it as is.

200+ hours later decided to try something else: my pc has global 69 (haha funny) fps lock in nvidia panel, I decided to increase it specifically for OH to 120 (I don't want to remove the lock) and locked fps to 60 in game, and oh wonder, it worked! No more input lag.

It makes no sense, but somehow it worked for me ¯\_(ツ)_/¯

Switching from DX11 to DX12 solved that ui delay problem for me, May be worth a shot.
